In my recent email to President Trump's and Elon Musk's DOGE (Department of Government Efficiency) I wrote:
Dear Sirs
My name is Melvin Punch. I have been greatly encouraged by reports of successes with the President's and Mr Musk's DOGE initiative. It is a revolutionary approach to ridding government waste. It is for this reason I am calling your attention to the current Child Protective Services System in America. Funded primarily off of monies received from this Nation's Social Security Trust Fund the system as designed is ripe with fraud and corruption and has contributed to the ruin of countless Americans. Built upon the back of President Clinton's 1997 AS FAR it creates incentives for states to maximize the amount of children taken into their systems to receive Title 4D and E funding from Social Security. That is in addition to the billions being billed through federal Medicare programs to care for the children it takes. States routinely encourage Foster parents to change the names of the adopted children and then the state bills Medicare for both names. Parents Constitutional Rights are being completely ignored by the states in Family Courts staffed with Administrative Judges all to feed a system which guarantees every state billions in federal funding. Nearly every study has shown that the removal of a child at birth from the mother or to remove a child completely from their birth families leads to severe psychological trauma and harm occurring in the child. Most grow up and become homeless, addicts and convicted criminals thus contributing to further costs for society due to treatments and incarcerations. The money paid to foster parents many drawn to CPS due to the availability of vulnerable children, would be much better spent helping to prop up parents in difficult situations as well as for counseling and other services. States should be required to fund their own child protective services systems. That way more caution would be taken by the state in removal of children because the state would bear the burden financially for such removals. Additionally since Parental Rights are Constitutionally Protected the right to sever those bonds should only be entrusted to the federal courts. AS FAR created further incentives for the states to remove children by stipulating that the amount of children removed must increase each year in order for states to continue to continue to receive funds. Children are being used like cords of wood on the fire to feed the states budgets. All of this to the dismay and misery of millions of American children and their parents. History will judge harshly those who participated and allowed this foul system to continue. It MUST End Now. State Legislatures and elected officials turn a blind eye to the horrors of their states child protective services systems. Their loyalty lies with their states and states budgets. Just like those pathetic patriotic Generals who resigned their commissions in the United States Army, some after decades of service, to fight for their states even though they might have been well aware of their states allowing the horrors of slavery to continue, for the most part because of its financial incentives it created. We all know how it turned out for those guys. When President Roosevelt created The Social Security Trust Fund he stipulated that those funds were not to be able to be accessed by our Nation's politicians. President Clinton found an end run around President Roosevelt's wishes and Federal Law with ASFA. In doing so he has put at risk the financial security of millions of working Americans who will become elderly and retire. Some may say that millions of people die before ever getting to collect their Social Security and that the system has plenty of money. But with ASFA's insistence that more and more children MUST be removed every year Social Security will eventually become depleted. It is my suggestion that you create a DOGE, CPS and see for yourselves if ASFA is still good for America.
